Why arent my steam workshop mods not downloading eu4

With the external link mods, when an update comes out, you need to download the mod, delete the old folder, where the mod was placed, launch the game and check the launcher Mods tab. If the Mod is not in the tab, then extract the new version in the mods folder and Bobs your uncle. Works for me atleast.
